I would implement this, and actually would also refuse patches that
implement this. The reason is that we started to support Protected
Headers [1], which already manipulates the subject.

Protected Headers are by default in read-only mode (i.e. you cannot
write such mails without changing hidden settings). I will write an
article describing how to enable this in a few days.
