Yes, this refers to the temp-keyring.

Enigmail currently cannot import expired keys. This is a regression from
1.8.

If you want to import expired keys until this bug is fixed, you must do
this on the command line, calling gpg:

        gpg2 --import <filewithexpiredkeys>
