I'm new at this. You didn't do anything wrong. The Enigmail Setup wizard couldn't download the necessary GnuPG package - for unkonwn reasons. You can do this manually instead. Fetch https://files.gpg4win.org/gpg4win-vanilla-2.3.2.exe and start it. After that, please restart the Enigmail setup wizard - it will detect the existing GnuPG installation and use it automatically.
