Then I get a pinentry popup asking me for the passphrase. If I run thunderbird from the same terminal window and click on a drafts message in Thunderbird, then TB gives me an error popup, telling me GnuPG cannot query your passphrase via pinentry. This is a system setup or configuration error that prevents Enigmail from working properly and cannot be fixed automatically. We strongly recommend that you consult our support web site at https://enigmail.net/faq. If I exit TB, kill the gpg-agent started at login time and run TB again, then it starts a new agent and the pinentry dialog works as expected.
