I have seen this too but I considered it a separate issue. In the case you describe what I am seeing is PGP/MIME email decrypts I can see the body of email ok and I can see attachments are there but when I open it tells me they are empty. This is harder to work out as it is not every email with attachment only some. As work around if you click "forward" on email the attachment opens okay from the new compose window.
