The OpenPGP standard does not define any limit in terms of size/resolution for photos in your public key. The only requirement is that the photo be a JPEG picture. As it's possible to add more than 1 photo to a public key, you can put a gallery of your whole life in high resolution into your key. However, that's not reasonable. Your public key will grow more or less exactly by the size of your photo. That is, if you like to have a 3 MB public key, then go ahead.
