That's not upon Thunderbird to decide - such changes are driven by
Firefox. But the Firefox developers have promised to keep a way
for Thunderbird to have something that works the same way as
bootstrapped addons do today.

Thunderbird loose to find its own way, in order to focus on Firefox? Or
are the development teams still working closely together?
I point of clarification. The foundation is a non-profit, and is runs
many projects https://www.mozilla.org/en-US/foundation/
One project is Mozilla Corp, which develops Firefox. It is the
corporation that cut Thunderbird loose to focus on Firefox, not the
foundation.
