Actually, the Enigmail migrator does exactly what you expected: if you
configured your account to use a key ID, it would set the key ID in
Thunderbird; if you configured your account to use the email address,
then Enigmail would try to find a key with a matching email address. If
such a key is found, then the key ID of that address will be configured
in Enigmail.

This looks like either the wizard did not complete successfully, or none
of the keys have a user ID with that email address.
