well I'm using the cvs version fromOK, I can see something like this too. It is not a problem with focus, and I don't even think that it's a bug in E.
March 6 2004, and using the next focus settings
"focus follows pointer slopplly" "Only ne dialogs whose owner is focused get the focus" "Display and use focus list" "Include sticky windows in focus list" "include shaded windows in focus list" "include iconified windows in focus list" "focus windows while switching"
(all not mentiones are disabled)
and the bug consist in that a window goes to front when focus is switched when I'm using firefox browser in a web page which contains Flash plugins and any other application running raised, and then I move the moser over the firefox window and the cursor first "touches" the flash zone while switchng focus, magicly firefox get the focus and is raised and sends the another app to the back.
It turns out that firefox (on pages with flash stuff?) more or less randomly asks the WM to raise the browser window, and E does as requested.
I haven't tried, but I would expect this problem to also exist with other WM's.
