In this day and age, I don't see any issue of doing something like decoding an
ogg encoded sample file "one the fly", but also maybe providing a decode sample
cache - ie 1Mb (or any Mb) of "previous decoded" pcm audio data, that avoids
re-decoding very often used audio data. You want to keep the samples on disk as
ogg/mp3 etc. imho you want more than just pumping out samples if an event
happens 0 being able to move the sound from left to right speaker as the window
is dragged across the screen from left to right for example.... but you need an
abstract mechanism to feed this kind of data to the sound sample "hooked" to the
event (the window move) and a way of relating on screen geometry to audio
parameters (left/right audio volume). (this is just an example). you also need
to be able to specify how to repeat a sample (loop, ping-pong etc.)... it gets
rather complex if you want to do it well :)
