yes, it is. at least the one in 'changelog' should be *exactly* the same as 
source line indicated in 'control', no matter has a 'lib' prefix or not, else 
it cannot be packaged in debian.
i'm the debian unofficial repository maintainer in zju and i am sure about it :)
