i didnt think so either. thus it wasn't implemented. admittedly i havent
implemented all of icccm (again) yet in e17 - and frankly - lots of clients do
misbheave as they rely on wm's being nice and handling extra things outside
icccm like this that end up speudo-standards of theri own.
