Actually, that's exactly what I would expect...  That way you can
"apply" changes multiple times and see what you get, before you press "ok" committing to the changes.

well the logic of tyhe code is.. apply - commit and keep dialog up. ok = comit
and close dialog cancel = close dialog. this is identical to the traditional
use of these buttosn in windows for example. ok gt greyed out as there are no
changed to commit as apply just committed them :)

I don't think the ok button should be disabled together with apply.. apply should be if there are noe changes to commit, but clicking "cancel" when you don't want to undo anything (even though nothing gets undone) is contrary to instinct for most people :)
