Actually you must use a valid locale with e_remote -lang-set. Please try 
something complete like "sl_SI" or "sl_SI.UTF-8".  

This is kind of strange because the language file name can be just the language 
part of the locale (ll part of ll_CC). However, to be able to set the locale it 
must use the entire locale identifier.

You can also use an alias. Try:
enlightenment_remote -dirs-list-prepend messages "/usr/share/locale"
enlightenment_remote -dirs-list-prepend messages "/usr/X11R6/lib/X11/locale"
enlightenment_remote -lang-set slovenian

Doing the -dirs-list-prepend is needed so enlightenment knows where to find the 
alias descriptor file locale.alias.
