Having looked into this. those are Docker images for building EFL. I
want a docker image that has EFL already and maybe E. For testing EFL
apps being developed. I would still have to install EFL into those
docker images. Which does not really help much.

Think EFL application development, not developing EFL itself. Need a
ready to go docker for EFL application development and testing.
