I have pushed some changes that I think makes the scaling work as expected.

For now the old behavior can be restored by setting the environment variable IMLIB2_LEGACY_SCALING to any value.

With e16 I have only seen some mostly minor issues with incorrectly rendered elements in a few themes.

If this change causes major trouble the default may have to be reverted to the old behavior.

The documentation is a bit scant. It leaves me wondering what is meant,
sometimes. It could be more elaborate for sure. That would save time and be
more pleasant to work with.

Right, seems wrong. Same thing with recent code.
I suspect there may be no trivial fix, as changing this behavior may
break applications that rely on it.
I'll dig into it when time permits.
