build - require wayland-protocols >= 1.32
The pin was >= 1.12, which predates every protocol the browser-support
work needs to add: xdg-activation (1.21), xdg-decoration (1.17),
xdg-output (1.17), cursor-shape (1.32), fractional-scale (1.31).
1.32 is the floor that covers all of them, so bump once here rather than
have each protocol raise it a little further.
