That's the symptom I'm experiencing. I submitted a patch for the mail module some time back also concerning the mbox part with the file monitor stuff. It worked back then until a short time ago. Something must have changed, I presume in ecore. But I'm not sure what's causing this and I currently don't have the time to dig deeper. Hope s.o. with more insight can help.
