Hello,

When mousing over something containing flash on a website with
firefox, the firefox window is brought to the top window and all other
windows are put behind it.  The firefox version is 2.0.0.1 and the
flash is version 9.  The xev report can be found at
http://rifers.org/paste/show/3492 .  The key part is :

PropertyNotify event, serial 15, synthetic NO, window 0x76,
    atom 0x121 (_NET_CLIENT_LIST_STACKING), time 2707469617, state
PropertyNewValue

ClientMessage event, serial 16, synthetic YES, window 0x76,
    message_type 0xf4 (WM_PROTOCOLS), format 32

ClientMessage event, serial 16, synthetic YES, window 0x76,
    message_type 0xf4 (WM_PROTOCOLS), format 32

FocusIn event, serial 16, synthetic NO, window 0x76,
    mode NotifyGrab, detail NotifyInferior

This part is the same in e16, but it only happens when the flash is
clicked, and in e17 it happens whenever it's moused over.
