it could - no one has bothered/is willing to go set up the chroot though. a
chroot then needs to be stored and maintained - also going INTO the chroot
requires root/sudo access which makes the builder dangerous (we can make setuid
programs to jump us in as a non-root user but need to be root to go in to start
with).
