Just to make this clear why: the embedded system I work with (maemo)
don't provide some libraries, like libungif, librsvg, opengl and some
others. Also, builds can take lots of time, so selecting what to
compile can save me much time.

We did this "selective build" here by having debian/control.in,
generating debian/control with some comands, maybe debian/rules or
some other script.
