I have looked into these widgets and bg, icon and photocam have very specific purposes. The photocam widget is targeted at high-resolution jpeg images. The icon widget has the ability to look up for fdo files using efreet. Bg has options such as center, scale, tile, etc. It seems to me though that the image and photo widgets can be merged. I didn't look into them in depth but they basically "export" els_icon functions and most differences are in which of that functions are "exported".
