indeed, the file exists. The error is

"sky.jpg" as "edje/images/2" part entry to ../../data/objects/test.edj

The jpeg loader is installed. It's the only edc that includes a jpeg 
image, so there is maybe a problem with the jpeg loader, even if it 
compiles. I'll check that (i suppose that you guessed that it's in 
windows...). I used libjpeg 8c
