My use case is not Windows, so it's a bit off topic.

But since you asked, government audit labs will need to go over this
project of mine, and they will require the source code of every damn
thing.  So I'm building a bare minimum of a linux OS that I need to run
my elementary based app.  Including the compile environment that can run
under that bare minimum linux.  The less they have to audit, the
happier they will be, which will make my client happy.

Right now I have a first cut at a minimum number of packages to
install.  A later step will have me going over those packages with a
fine tooth comb to shrink things down more. That later step will find
things like "Oh, package A includes it's own copy of package X" like I
just discovered in this thread.

A later EFL project I intend to do will need to run under Windows as
well as unix, so I'm keeping an eye on Vincent's efforts to.
