elm_scroller_scroll_disabled_set sounds best. You have to make sure the name doesn't confuse people to think this is disabling the scroller i.e making it grey. I think this name is best among the alternatives, especially because the above reason. If in fact this is the same thing, i.e you are implementing something that's supposed to be similar to "greying" the widget, then you should just implement the disable_hook for this widget (look at other widgets for examples).
