Try to squeeze the TODO inside the deadline, sure, but the deadline still needs to be respected. Also, from experience, people contribute and work harder if they have a set amount of time to fix something rather than "whenever it's done". Set the deadline, and I'm pretty sure the TODO will be finished by then, magically, all by itself.
