I changed policy from "per server session" to "per output" as raster requested 
it.
But right now, the default policy is that nothing is done, when a monitor is 
connected. This was very unfortunate, because you couldn't set a policy for an 
output that wasn't connected yet. Therefor it wouldn't enable when connecting 
it.
8 outputs, that's a lot, I have 3 in total. Maybe you'd like to reduce the size 
of the disabled output representations in the theme as a local patch for now?
