I'm kind of taking a haitus from 'puters for the summer and only checking email periodically. The subject line on this thread caught my eye. I'll re-engage with being an obsessive geek and OI after school starts back up early fall. In addition to the package manager inherited from OS, there are also 3rd party efforts. One of which uses spec files. A guy named Alex does a LOT with that. He goes by "herzen" on #oi and #oi-dev. Alex is quite happy with xmonad himself, but as the spec file repos tend to have more updated packages, it may be worth reaching out to him. Developer meetings are, sporadically, every Thursday at 19:00 GMT at #oi-meeting on Freenode. Alasdair would also be a good one to touch base with but he's got a company to run and in more recent months Bayard Bell has stepped in as chief cat herder. Bayard goes by "buffyg" on IRC and seems to be pretty well organized, active, etc., and also has the luxury of getting to spend company time working on OI. My expectation is that he'd be open and welcoming to collaborating on getting e17 packaged for OI.
