it happens when installing to a prefix different than /usr or /usr/local.
to solve it it should be enough to symlink
${prefix}/share/dbus-1/services/org.enlightenment.Efreet.service in
~/.local/share/dbus-1/services/ and/or to setup a proper environment for
session start, i.e. assuming you did install in /opt/e17 you should have the
following line in your ~/.xsessionrc:
export XDG_DATA_DIRS="/opt/e17/share:/usr/share:/usr/local/share"
