For the record, I agree with you here. Especially as long as none of the
php experts on this ML adds public read-access to phabricator I think
this would be a good alternative. That being said I won't argue the
point (any more than you already did). So if consensus is to not have it
- fine. In any case we can always add it really quick.

I would say yes, at the moment mainly because it provides access without
being logged in.
