Indeed, and therein lies the whole point of the shell-theming notion
as Cedric and I have pointed out, and as the DesktopX and Rainmeter
examples abundantly show.
There are lots of creative and talented designers out there, and just
normal users who can create interesting environments out of basic
components (and with e17 module jscripting lots more becomes easier
for people to do), but they lack a way to share these creations.
If any Linux desktop/mobile/whatnot project should innovate in this
direction it ought to be E. It's been far too restrictive,
un-necessarily so,
for much too long now.
