Legacy is....well, old libs (that got merged into efl)
Core is the...core stuff
Applications are the applications built on top of the libraries
Development Tools contains tools you might or might not need during
development

devs/* is all the projects devs started on their own (basically what
PROTO was before) before it's ready to go "public"

Sounds pretty clear to me - am I missing something?
