new bugs do go into phab indeed.

"if you care... please re-file".

right now we have no automated way to just move them over. that means manually
re-filing each and every one... and that doesn't scale unless you get the "end
users/bug filers" to do it as they are by far the largest group.

unless someone has some magic to move things over (and tbh trac is full of
cruft and old stuff we dont want moved over too... so this is a good
opportunity to filter things).
