Our git setup allows commit rights to specific repos or even branches only. If we want we could limit it in a way people don't have full access to everything. On the other hand having a real pull model approach with maintainers reviewing the code, give feedback on it and pulling it in when ready would be nice. But to be honest I gave up on anything like this for the efl community.
