There is a composite mode which does this for *unfocused* windows. Maybe 
you should go to composite settings and change the composite mode to 
none or default, if it is not set to default. You can use the keyboard 
to do this:

something like Alt-Esc -> Composite -> Enter ->
Press tab four times and then up/down arrows till you get to "none" or 
"default"
Then try to click on ok/apply.

Unfortunately, the default theme gives zero feedback on tab/keyboard 
input. So, the last step has to be done with the mouse.
