We could, but we don't, exactly because of what Stefan said. While we 
are not going to do any 1.9 releases, some people depend on those, and 
that's a good place to share important fixes. Also, who knows, maybe we 
will do a release there at some point (important security release for 
those stuck with a slow to upgrade distro).

Even if all of that wasn't the case, it's just not worth the extra admin 
work to prevent that.
