Gadgets are not so different from panel applets come from other DE: task manager, mail fetcher, weather, feed, ...
I think you give their position much value it has, but not big deal, this is just my opinion. Maybe if there were lots of modules, like GNOME 3 applet, maybe could be a "network" about this (like Gnome 3 has done). Maybe it's just my idea, but users place gadget where they are comfortable for them, so they won't continue move their modules around their desktop...
