Not directly. Obviously 100% CPU is bad for power usage. However a process that wakes up 1 / second for 0.1 seconds will use significantly less power than a process that wakes up 1000 times a second for 0.0001 seconds; even though they both have 10% CPU usage. In this case frequent wake-ups are the problem.
Something like powertop is great for this. Integrating even wakeups/second into Exterminator would really be a selling point for it.
