I think it is weird if it is not scaled. Also pattern seems to
indicate that every application need to scale it manually anyway for
good mesure.

I don't think the application should be responsible of scaling as this
is an elementary config impacting elementary widget. Why would toolbar
be different to the point you need to scale it yourself in the
application ?

Toolbar needs a lot of love anyway, so I am not to surprised their is
some inconsistency like that.
