Well, he was on vacation, so...
I think I finally fixed the issues with efl_part, no more fishiness in the
code.

I'm actually surprised bugs were spotted only in elm_hover (and, well,
elementary_config), as many many more things could have crashed or failed
to run properly.
Hopefully this is all fixed now, and sorry for the breakage :)
