Exactly - hmm... - you would have to dig up the various specs about
window manager hints :-)
In short, it's the glue that is used by applications like gnome/kde panel pagers and window lists to get information about managed windows, to request the window manager to switch desktop, (de)iconify windows etc., and by applications in general to request certain attributes like sticky, above/below, icon, name, etc.

This sounds like a localization problem. Have you done a proper
make install? You could try configuring with --disable-nls or
changing the LANG environment variable.

well E doesn't even support my codepage, so i dont see how that would be bad, but it doesn't even sound related? how can it possibly connect to the problem?
I'm trying to help you, so please be nice and answer my questions, try my suggestions and tell if it makes a difference, or tell me why my questions are rediculous.
