I use an app written for E/Gnome that does this very well: 
FancyLauncher.

Highly configurable.  Stable. Uses transparency.  Allows you to choose
any icon you want for any button.  Each button can be clicked 3
different ways (left, middle, right) for three different executed
commands (tooltips remind you of what click calls what app).

I love it and would recommend it to anyone.
