I think it would be silly to spend time implementing something selecting between two not quite good solutions to work around a problem that is easily avoided anyway ;-)

Yes, I have made some changes to the window placement when low on space, i.e. when the new window doesn't fit in any free space on the desktop, and these changes will cause the behavior you describe.
In the particular situation you describe, the new behavior may or may not be best. I don't think it's a big problem, as this situation can be avoided in a number of ways (e.g. iconify big window first, or switch to a fresh desk first).
I'm still not entirely happy with the window placement when low on space myself, and may take another look at it some day.
