It is.  The default sysconfdir is /usr/etc, or more precisely,
$(prefix)/etc.

RPM already takes care of this thanks to the %{configure} macro.
Other platforms will have to adjust.  Using SYSCONFDIR instead of
hard-coding is the correct method.
