It looks like the Backgrounds Dialog "No Background" sets an all black
background. This is a bug.
In stead try
$ eesh -e "use_no_bg 0"

Yes, that worked, at least for Desktop 0. I tried "use_no_bg 1" but that did
NOT work for Desktop 1.
I think it does work but that whichever program you use to set the
background doesn't render into the (virtual) root window for desk 1.
