I do not know it for DR17, but in DR16 you have to extract your user themes in ~/.enlightenment/themes/ (every theme in a seperate dir) and then you can change the theme with a middle-mouse click and select one theme from the Themes submenu (you maybe have to restart enlightenment after u installed a theme, to accomplish this u also do a middle-click and click on restart enlightenment or something like that).
