If you're wanting to use iconbar with e17 you shouldn't need to mess with apps/iconbar at all. The iconbar for e17 is a default module and is part of the apps/e source. apps/iconbar is a standalone version. It's likely that no one is maintaining it since the main focus is on E. If ibar isn't appearing in your e17 session you might try moving your ~/.e/e directory somewhere to reset the configuration.
