I'm hitting a similar issue. My focus policy is CLICK.
My problem is that sometimes, a particular window seems to lock the
focus so that I can't switch to other windows or even click the
desktop to bring up the menu. The trick is to us alt+tab to shift the
focus to other windows. However, as long as I focus on the "locked"
window, I will hit the same problem again. Another observation is that
I can't close the focus-locking window by clicking the 'x'. I have to
do a alt+F and select exit instead.
