Not exactly (I use the same theme at both installations), though the
problem was with the default maximize action indeed.

One of the machines was a relatively old install, with the
actionclasses.cfg file cached from an older version of that. In the
meantime, however, the maximal width/height changed from
"conservative" to "available" and my newer installation used the
latter value. After copying actionclasses.cfg to .enlightenment and
changing back the values to "conservative", it has the old behavour.
