notice the file is just a filename - NOT a full path?  notice that it
says /path/to/background.edj ... PATH - FULL PATH! :)

currently no - i doubt we will put such specific case things into e17 soon, but
you could write a script to do it using enlightenment_remote commands for you
on login.
